The Election Commission of India has taken a major step to strengthen the credibility of the ongoing West Bengal Assembly Elections 2026 by deploying 165 Additional Counting Observers and 77 Police Observers. The move aims to ensure that the counting of votes is conducted in a secure, peaceful, and transparent manner.

Strengthening the Counting Process

According to the Commission, Additional Counting Observers have been appointed in 165 Assembly Constituencies where more than one counting hall is being used. Their role is to assist the Counting Observers and closely monitor the counting proceedings to avoid any irregularities.

On the other hand, Police Observers have been deployed to oversee security arrangements and law and order around counting centres. However, they are not permitted to enter counting halls on the day of counting under any circumstances.

Legal Authority Behind the Move

The deployment has been carried out under :

  • Article 324 of the Constitution of India
  • Section 20B of the Representation of the People Act, 1951

During this period, all observers will function under the direct supervision and control of the ECI.

Tight Security Measures

To maintain strict control and prevent unauthorized access:

  • Entry into counting centres will be allowed only through QR code-based Photo ID cards issued via ECINet.
  • These IDs will be provided to counting personnel, candidates, and their authorized agents by the Returning Officers (ROs).
  • Mobile phones are strictly banned inside counting halls, except for the Counting Observer and the Returning Officer.

Ensuring Transparency

The Commission has also put in place multiple checks to ensure transparency:

  • Form 17C-II will be prepared by Counting Supervisors in the presence of Counting Agents and shared with them for signatures.
  • The process can be repeated if agents request verification.
  • Micro-Observers at each table will independently record results and submit them for cross-verification after every round.

Coordinated Monitoring

Police Observers will work closely with Counting Observers and other election officials to ensure smooth functioning and maintain law and order throughout the counting process.
